Mulyungi Wants Uhuru To Go Rule For More Two Terms Through Hybrid System

MWINGI- A Popular Wiper MP is proposing a Hybrid System of Government that will see President Uhuru Kenyatta term extended for two more terms as the referendum looms, MPPRESS has learnt.

"Through the hybrid system, President Uhuru Kenyatta will be able to complete his ambitious Big 4 Agenda development agenda of housing, security, affordable healthcare and manufacturing. Is that not what everyone yearning for especially manufacturing and new jobs for our youth?

"Let me explain. In the Hybrid System, power is shared by both the president and the prime minister. This occurred in Kenya before, in 2008 with the formation of the coalition government between Mwai Kibaki and Raila Odinga.

France is also another example of this kind of government" said Gideon Mulyungi speaking in Nguni on Saturday.

The hybrid system will include the President and a Prime Minister and the presidential term will be a minimum of 7 years. That will ensure that all projects by Uhuru will be completed in good time" added the firebrand legislator who is known for his anti-corruption pathos.

The high-ranking insider was addressing the media on Sartuday during a solemn burial of the late IEBC officer Charles Kakundi Kyavoa attended by Kitui Senator Enock Wambua, Women Rep. Irene Kasalu, Embakasi South MP Musili Mawathe, former Mwingi North MP Munuve, Kitui Dep. Govenor Dr. Wathe and MCAs Kiruru (Nguni) and Kivunzi (Kyuso).

By contrast, the hybrid system (semi presidential/semi parliamentary) fuses t functions of the president and parliament. It attempts to gain the benefit of both the presidential and parliamentary systems simultaneously" explans Darius Kimwele, another Wiper politician and a paralegal based in Nairobi.

"Power is shared by both the president and the prime minister. This occurred in Kenya in 2008 with the formation of the coalition government between Mwai Kibaki and Raila Odinga. France is also another example of this kind of government" said Gideon Mulyungi speaking in Nguni on Saturday.

The main challenge with this system is the impregnable question “who gets to rule?” The President or the Prime Minister? This is because the system creates two power centers which can prove to be challenging in advancing the public policy agenda.
